A restorative coating is a specification for an existing roof, not a generic liquid repair. Before comparing bids, an owner needs evidence that the assembly can remain, that moisture and failed components have been mapped, and that the proposed products are approved for the identified surfaces. A roof coating contractor should make those decisions traceable from investigation through final inspection.

This guide is written for U.S. owners and facility managers evaluating professional work on an occupied low-slope building. The adopted code, local amendments, approved roof assembly, exact product documents, manufacturer eligibility decision, and project design control the work. The examples below show what a bidder should verify; they do not turn one manufacturer's instructions or one jurisdiction's code language into a rule for every roof.

What a roof restoration proposal should define

A useful proposal begins with a roof plan. It should label every included field area, level, slope, perimeter, curb, drain, scupper, gutter, penetration, expansion joint, equipment zone, wall transition, and material change. It should identify the existing membrane or panel system as specifically as records and inspection allow, including earlier coatings and repairs. Areas that cannot be identified without sampling should be marked as unknown rather than assigned a convenient material name.

The roof restoration scope should separate investigation, correction, and coating. Investigation may include records review, visual mapping, moisture surveying, test cuts, adhesion trials, drainage observations, and manufacturer review. Correction should list the seams, fasteners, flashings, wet areas, deteriorated components, corrosion, blisters, punctures, and drainage work included before coating. The coating specification should name each cleaner, primer, detail material, reinforcement, base coat, finish coat, color, application rate, and acceptance measure.

Exact product instructions matter because even one manufacturer publishes different preparation, moisture, temperature, reinforcement, coverage, and thickness requirements for different liquid-applied systems and substrates. Sika's current RoofPro application manual, for example, ties surface preparation, substrate moisture, dew-point separation, reinforcement, wet-film checks, coverage, and dry-film expectations to named Sikalastic assemblies. Its values are not universal coating rules. They illustrate why a bid must quote the current documents for the exact products and roof in the proposal.

Discovery rules are as important as the base work. State the included quantity of test cuts and repairs, unit prices for confirmed wet insulation or damaged deck, who interprets findings, and who may authorize expansion. Identify conditions that require a designer, engineer, hazardous-material specialist, manufacturer representative, or another trade. A broad instruction to “repair as needed” gives neither party a measurable boundary.

The proposal should also define access, fall protection, occupied-building coordination, protection of air intakes and property, weather delays, permits, inspections, quality-control records, cleanup, and closeout. Link payment milestones to observable deliverables: accepted investigation, authorized repair map, completed substrate work, recorded coating installation, resolved punch list, and delivered warranty documents. That structure lets competing bidders price the same outcome.

When coating is a defensible roof strategy

Coating deserves evaluation when the existing roof can provide a sound, compatible base and the owner wants to preserve it under a documented maintenance plan. Suitability cannot be inferred from roof age, color, a salesperson's sample, or the fact that a coating adhered somewhere else. It depends on the identified assembly, moisture findings, attachment and surface condition, drainage, repairable details, product approval, installation conditions, and warranty requirements.

A planned roof coating consultation is useful before selecting chemistry or warranty length. Give each bidder the same plans, leak and repair history, warranty records, interior observations, drainage complaints, rooftop-equipment plans, and known structural or environmental reports. Ask each firm to state what further investigation is needed and what findings would change its recommendation. A contractor willing to recommend repair or replacement after testing is providing more value than one that treats coating as the predetermined answer.

Recurring leaks, soft areas, widespread blisters, open seams, corrosion, repeated patches, long-standing ponding, or an unidentified earlier coating do not automatically decide the project. They are reasons to expand diagnosis. The proposal should distinguish a leak route from the place water became visible and distinguish a scanner anomaly from confirmed wet material. Emergency water control can proceed separately, but a temporary patch is not proof that the concealed assembly is dry or restorable.

Manufacturer limits must be applied exactly. If the chosen system excludes a substrate, requires a specific primer, limits retained moisture, mandates reinforcement, or sets conditions for warranty participation, the contract should carry those requirements. If a different product permits a condition, require its own written support rather than extrapolating from a chemistry label. This product-specific approach removes unsupported claims such as “all silicone handles ponding” or “acrylic is never suitable over standing water.”

Coating is not a substitute for a structural decision. Deflected deck, unstable supports, severely deteriorated panels, failed attachment, or other capacity concerns should move to the qualified professional identified for the project. Likewise, confirmed hazardous materials can change cleaning, cutting, disposal, and worker-protection methods. The contractor's commercial proposal should show these referral points instead of burying them in a general exclusion.

How contractors verify coating suitability

Verification starts with assembly identification and a mapped condition survey. The contractor should record membrane type or panel profile, insulation and deck information available from records or openings, existing coatings, repairs, contaminants, seams, flashings, penetrations, perimeter conditions, drainage paths, and interior evidence. A photograph without a plan location is hard to reconcile later; every observation and sample should have a unique roof-map reference.

Moisture methods answer different questions. ASTM C1153 covers locating wet insulation with infrared imaging under specified survey conditions and includes confirmation by invasive verification. ASTM D7954/D7954M covers nondestructive electrical-impedance scanning and describes readings as comparative indications rather than direct moisture percentages. The report should name the method, applicable roof types, grid or scan path, weather, anomalies, verification locations, and limitations.

Nuclear surveys require their own qualified procedure. ANSI/SPRI/IIBEC NT-1 addresses nuclear radioisotopic detection and location of latent moisture in low-slope roof systems, including calibration, grid readings, interpretation, and verification. None of these methods independently identifies the leak route or makes the repair decision. Test cuts or other destructive confirmation can identify layers and directly sampled conditions only at their locations.

Adhesion trials should reproduce the proposed surface preparation, primer, product, application, and cure closely enough to inform the bid. Sika's RoofCoat adhesion-testing guideline provides one manufacturer-specific peel procedure, calls for multiple representative samples, and gives that product line's interpretation criteria. It does not validate another manufacturer's coating or every roof zone. The contractor should record each location, substrate, preparation, materials, conditions, cure period, failure mode, and result against the selected system's current criteria.

Drainage assessment should map outlets, overflow routes, low points, sediment lines, debris, and observed or reported water retention. Ask the bidder to state the observation time and weather rather than describe a dry-day stain as measured ponding. Then compare the actual condition with the selected product instructions, warranty terms, adopted code, and any drainage design. Coating will follow existing geometry; slope, drain, cricket, or structural corrections need their own design and price.

Finally, the bidder should submit a compatibility matrix. Each existing surface—field membrane, metal, previous patch, sealant, parapet, drain, penetration, and transition—should map to preparation, primer, detail treatment, coating, and source document. Where the manufacturer has not published a relevant detail, require written project-specific direction. An unlabeled test pail or a distributor's verbal assurance is not a compatibility record.

Conditions that can disqualify coating

Confirmed wet insulation or deteriorated deck can disqualify an area from retention under the selected system or trigger removal, drying, replacement, and further investigation. The decision threshold belongs in the contract and must come from applicable code, design, manufacturer, and warranty requirements. Avoid converting a scan color into an automatic tear-off percentage unless the named standard or manufacturer program actually establishes that consequence.

An incompatible or unidentified surface can also stop work. A successful test on one clean field area does not represent every aged patch, repair sealant, oil-contaminated zone, oxidized panel, or plasticized membrane. If representative preparation and adhesion trials do not meet the selected manufacturer's criteria, the bidder should price additional preparation, a documented primer, removal, a different approved system, or abandonment of coating.

Weather and substrate conditions can pause application without disqualifying the overall strategy. The crew should use the exact product limits for air and substrate temperature, relative humidity where specified, dew point, surface moisture, wind, forecast precipitation, and cure interval. The Sika manual cited above, for example, requires defined dew-point separation and contains system-specific application conditions. Those numbers are evidence for the named systems only; the project log must use the limits printed for the products actually installed.

Unresolved movement, failed attachment, active condensation, unstable equipment supports, deficient drainage, or inaccessible critical details may require work outside a coating scope. The same is true when safe access cannot be established. The decision record should state whether the issue is corrected, excluded with an owner-approved boundary, referred for design, or used to reject coating. A fresh surface should never be allowed to conceal an unresolved stop condition.

Comparing coating and replacement options

Do not compare acrylic, silicone, polyurethane, or a reinforced liquid-applied membrane by chemistry name alone. For every proposed product, compare its accepted substrates, primer and reinforcement requirements, solids and coverage schedule, finished-thickness requirement, weather window, water-exposure limits, traffic treatment, repair method, recoat procedure, approvals, warranty path, and availability of compatible detail materials. Formulations within one category can differ enough that a class-wide promise is commercially useless.

Ask an acrylic-system bidder how the exact product handles forecast rain during cure, freeze risk, recurring water, cleaning, and future recoat. Ask a silicone-system bidder for the exact product's preparation, adhesion, traffic, dirt, repair, and recoat instructions and its written treatment of the roof's observed drainage. Ask a polyurethane-system bidder which products serve as base, reinforcement saturant, wear layer, or finish, and how odor, moisture, cure, and occupied-building controls affect the schedule. The answers must point to current technical documents.

A reinforced fluid-applied assembly should be described layer by layer. Identify whether reinforcement is full-field or limited to seams and details, how overlaps and terminations are treated, and what finished system is represented by the evaluation report or warranty. The Sika RoofPro manual is one example of a manufacturer document that distinguishes systems, substrates, primers, reinforcement, and coverage schedules. Its assembly should not be mixed with unrelated components unless written compatibility and responsibility are provided.

Localized repair may be the best commercial choice when the defect and its cause can be bounded and the surrounding roof remains serviceable. Reroofing or replacement may be more defensible when wet or damaged components are extensive, attachment or drainage needs redesign, critical interfaces cannot be restored, or the existing assembly does not satisfy governing recover conditions. Each alternative should state the evidence and assumptions that support it.

Normalize life-cycle comparisons. Include investigation, removal and repair, drainage, permits, access, occupied-building protection, installation, inspections, warranty fees, planned maintenance, anticipated renewal, disruption, and unresolved-risk allowances. A low first price is not a comparable option when it omits the primer, wet-area work, detail reinforcement, measured material, or inspection required by the specified system.

Code, approval, and manufacturer controls

Begin with the authority having jurisdiction, because permit treatment and adopted code language vary. As a concrete jurisdictional example, Oklahoma's published 2024 IBC pending-rules document includes roof-recover provisions addressing protective coatings and conditions such as water-soaked or inadequate existing roofing. It is evidence of that model-code language in an Oklahoma rulemaking document, not approval for a project elsewhere. The contractor must identify the locally adopted edition, amendments, permit decision, and required inspections.

The code and approval review should cover the issues actually affected by the scope: roof classification, fire and wind requirements, attachment, edge and flashing work, drainage, insulation and energy provisions, roof-covering layers, structural load, and any recover limitations. A coating evaluation report or product approval must match the proposed substrate, assembly, use, and design conditions. Coating adhesion alone does not establish the capacity of the deck, insulation attachment, perimeter securement, or layers below.

Create a submittal register before contracting. It should include the roof plan, condition and moisture reports, repair details, current product data and safety sheets, application manual, evaluation reports or approvals, adhesion results, coverage schedule, warranty specification, permit documents, and manufacturer correspondence. Dates and revision numbers matter; an archived data sheet may not govern material delivered later.

If an existing roof warranty remains in force, identify who can authorize investigation cuts, repairs, cleaning, coating, and new penetrations. If a new manufacturer warranty is proposed, state who approves the existing roof, applicator, specification, repair map, material quantity, inspection, and final documents. The owner should receive the actual sample form and project specification before selection, not merely a brochure promising coverage “up to” a number of years.

Protecting an occupied property during application

The site plan should show access routes, edge controls, material staging, hoisting, controlled work zones, occupied entrances, parked vehicles, neighboring property, landscaping, windows, walls, drains, and rooftop equipment. It should identify air intakes, exhausts, ignition sources, sensitive processes, solar equipment, antennas, and equipment that must remain serviceable. The selected product safety data, application instructions, building operations, and applicable environmental rules should drive ventilation, shutdown, containment, and restart decisions.

Cleaning is a specified operation, not a promise to pressure-wash everything. Name the method, pressure or other settings where relevant, detergent or treatment, substrate acceptance condition, runoff collection or discharge plan, and drying verification. Aggressive washing can damage some surfaces or force water into defects; insufficient preparation can leave bond-breaking residue. The governing product instructions and site-specific environmental requirements must resolve the method.

Overspray and drift controls should match the application equipment, product, wind, roof height, and nearby exposure. The daily plan should define masked surfaces, temporary shutdowns, spotters, stop-work conditions, and response to contamination. Occupants need advance notice of affected entrances, ventilation, noise, odor, and roof access. Emergency contacts and after-hours weather response belong in the written plan.

Roof access presents hazards independent of coating chemistry. OSHA's roof inspection, tarping, and repair guidance identifies fall, unstable-surface, electrical, ladder, and tool hazards and discusses controls in that worker-safety context. It does not design the contractor's site-specific plan. The employer remains responsible for applicable requirements, training, equipment, and supervision.

At the end of each shift, drains and designed outlets should remain in the agreed condition, incomplete material should be protected according to its instructions, and open defects should have a documented temporary closure. Daily photographs and logs should record the work zone, weather, cleaning and preparation completed, repairs exposed, materials applied, and areas held for inspection. This evidence supports both property protection and later quality review without repeating the full technical scope.

Quality checks before roof handoff

Quality control should follow the accepted specification zone by zone. Record substrate acceptance, completed repairs, primer and reinforcement, material product and batch identifiers, containers issued and used, application time, ambient and surface conditions, and any required wet-film readings. Sika's wet-film gauge guide shows a method for reading freshly applied Sikalastic material. It supports that specific measurement practice; final acceptance still comes from the selected system's complete requirements, including any dry-film verification or coverage reconciliation it specifies.

A total pail count cannot show whether thin zones exist, and one thickness reading cannot account for the whole roof. The quality plan should define measurement frequency, locations, calibration or tool checks, how texture and detail material are handled, and what happens after a deficient reading. Repairs to pinholes, blisters, uncured material, contamination, wash-off, or damaged areas need the manufacturer's written method rather than an unexplained extra pass.

The final inspection should use the roof plan and include fields, laps, flashings, penetrations, edges, walls, drains, scuppers, walkways, and equipment interfaces. Record punch-list locations, corrective material, dates, conditions, and reinspection. If water observation or another test is required, define the responsible party, prerequisites, boundaries, duration, acceptance criterion, and response to a result; do not improvise a flood test on an assembly not designed and approved for it.

Closeout should include the final repair map, dated photographs, daily weather and application logs, material reconciliation, thickness or other acceptance records, permit and inspection closure, manufacturer inspection, issued warranties, care instructions, approved future repair products, and owner maintenance schedule. Final payment should follow delivery and resolution of these contracted records, not simply the visual appearance of a uniform color.

What drives roof coating pricing

Roof coating pricing begins with measured geometry and condition. Field area, number of levels, slopes, perimeter length, access, edge exposure, surface texture, contamination, previous coatings, seams, fasteners, penetrations, curbs, equipment congestion, parapets, drainage points, and repair quantities all affect labor and material. A small roof crowded with details can require more effort per square foot than a large open field.

The roof coating proposal should show investigation and uncertainty separately from installation. Moisture surveys, test cuts, laboratory identification, adhesion trials, manufacturer review, engineering, regulated-material procedures, permits, and special inspections may be fixed items or allowances. Confirmed wet insulation, damaged deck, failed fasteners, and concealed transitions should have measurement rules and unit prices where they can be responsibly prepriced.

System selection changes cost through preparation, primer, reinforcement, detail products, base and finish layers, solids, application rate, finished thickness, color, warranty specification, inspection, and planned maintenance. Compare calculated material quantities with measured coated area and the exact coverage schedule. Deductions for equipment footprints and additions for texture or details should be explicit. Do not assume that either the largest pail count or lowest unit rate proves compliance.

Logistics include mobilization, lift or scaffold use, hoisting, fall-protection arrangements, parking and entrance controls, air-intake coordination, off-hours work, weather remobilization, and protection of occupied operations. Taxes, bonds, fees, prevailing-wage duties, disposal, and warranty charges may apply. A credible estimate states assumptions about access, weather, working hours, utilities, and owner responsibilities.

Ask for alternates only after establishing one compliant base scope. Useful alternates compare repair boundaries, drainage correction, warranty specifications, walkway treatment, or a replacement strategy. An alternate that removes essential preparation or reduces material below the selected system's requirement is not equivalent value engineering.

How to verify the contractor and crew

Verify a licensed roof coating company with the state or local authority when the jurisdiction requires a roofing or contractor license for this scope. Match the legal entity, responsible person, classification, number, and status across the official record, proposal, permit, insurance certificate, invoice, and warranty. Manufacturer-approved-applicator status is a separate credential; verify it with the manufacturer for the exact system and warranty proposed.

Request current general-liability and workers' compensation evidence from the issuing source and confirm subcontractor arrangements. Depending on the building and work, the owner and insurance adviser may also need to review vehicle, overspray or pollution, professional-design, and equipment exposures. Coverage does not prove competence, but unclear entities and uninsured participants create avoidable commercial risk.

Identify the investigator, moisture-survey specialist, estimator, superintendent, applicators, safety lead, manufacturer contact, designer, and person authorized to approve changes. Ask the superintendent to walk through one representative detail: how the existing material will be confirmed, what testing precedes coating, which finding stops work, how preparation is accepted, where readings are recorded, and who closes a deficiency. The answer should match the written proposal.

Use roof coating contractor reviews to look for patterns in leak diagnosis, preparation, property protection, change orders, weather communication, cleanup, and warranty response. Then verify comparable references directly. Ask what substrate was coated, what investigation found, how added repairs were authorized, whether the manufacturer inspected, what closeout records arrived, and how the contractor handled a later concern. Ratings alone cannot establish technical or financial capacity.

Comparing manufacturer coverage and workmanship terms

A roof coating warranty may refer to very different promises. Separate manufacturer material-defect coverage, manufacturer system or leak coverage where offered, contractor labor, and contractor workmanship. For each document, record the issuer, covered roof area and system, term, start date, remedy, exclusions, claim notice, investigation cost, transfer rules, maintenance duties, and required records.

Eligibility decisions belong before installation. Ask whether the manufacturer must approve the existing assembly, moisture findings, repair scope, applicator, adhesion results, specification, material quantities, finished thickness, details, inspections, and final paperwork. State who pays when a pre- or post-installation review requires correction. A sample warranty should match the promised program; marketing language is not the issued contract.

Read exclusions against the actual roof. Ponding, condensation, structural movement, substrate or attachment failure, unauthorized penetrations, chemicals, rooftop traffic, extraordinary weather, and third-party equipment work may be addressed differently across documents. Obtain written answers for known conditions rather than relying on a summary. The agreement should also say who can repair a future curb, pipe support, solar attachment, or cable penetration and which materials preserve coverage.

Maintenance may require periodic inspection, drain service, prompt notice, approved repairs, and retained records. Assign responsibility and cost. Keep the final specification, product identifiers, application and weather logs, photographs, inspection reports, registration, invoices, and later service history. Warranty duration has little practical value if the named issuer disappears, the owner cannot demonstrate eligibility, or the available remedy excludes access and restoration.

  • Tie payment to mapped repairs, recorded preparation, material and weather logs, specified measurements, inspection, punch-list closure, and complete handoff records.
  • Compare coating, localized repair, recover, and replacement on the same evidence, service horizon, maintenance obligations, warranty remedies, and concealed-risk assumptions.

The best bid makes uncertainty visible before a new surface hides the old one. It connects roof-specific evidence to an approved system, prices the investigation and repair boundaries honestly, and defines measurable installation and closeout records. Choose the contractor who can defend those connections in writing—and who will recommend another roof strategy when coating is not a supportable one.
